N.J. passed a law to protect consumers from shoddy home contractors. Why is it delayed?

Gov. Phil Murphy in January signed landmark legislation that would give homeowners new protections from shoddy home improvement contractors.

The first step was to appoint a board to create a license for contractors, which would include educational and experience requirements that are not required under the current system.

The state is several months behind schedule. Appointments to the board, per the law, should have been made by July 1.
