President Donald Trump’s agenda is still not winning the approval of many voters.

The new YouGov/The Economist poll found that Trump’s favorability rating is underwater with just 47% of registered voters viewing him favorably—one of the lowest ratings during his term. Another 52% said they viewed the president unfavorably, according to the poll.

The poll found that registered voters were more divided on Vice President JD Vance. Forty-five percent said they had a favorable view of him while 48% said they had an unfavorable view. When it came to billionaire Elon Musk, who is spearheading the administration’s efforts to cut federal spending, 52% of registered voters viewed him unfavorably while 44% viewed him favorably.

The survey also found that more voters had a favorable rating on Ukraine President Volodymyr Zelenskyy than an unfavorable one. Forty-seven percent said they had a favorable view while 37% said they did not. The poll comes after Zelenskyy’s combative meeting with the U.S. leaders last week, where Trump and Vance berated him for being “disrespectful.”

The poll also found that Trump’s tariffs remain unpopular.

Trump announced earlier this week that tariffs on goods from Canada, Mexico and China will go into effect on Tuesday despite economists’ repeated warnings that it will raise costs for U.S. consumers.

The poll found that more than half—54%—of registered voters oppose implementing 25% tariffs on imports from Canada. Just 36% support the move, according to the results. Tariffs on Mexico were also unpopular, with 49% saying they oppose 25% tariffs on the country and 41% supporting it.

It also found that 48% of registered voters oppose tariffs on all aluminum and steel imports into the U.S. and 51% disapprove of tariffs on imports from the European Union. Trump has not announced any tariffs targeting the European Union.

Registered voters were more supportive of tariffs on China, with 53% saying they support the additional 10% tariff.

The poll was conducted among 1,491 registered voters March 1-4 and has a margin of error of plus or minus 3.4 percentage points.
